I'd suggest these databases: Issues and Controversies, and Global Issues in Context.  Also, from our "Alden Library Databases Alphabetically by Title" list, try clicking Boston Globe (which sends you to ProQuest).  All three databases provide you with citations, too. I had good luck just now doing a quick search in all three databases, using keywords "prisons" and "overcrowded."
