You're thinking of the U.S. Constitution's Billof Rights, its first ten amendments, right?

Academic Search Premier is a comprehensive multidisiplinary database with full-text journal articles, and I found lots of good hits there.  For items in the news, try Boston Globe or New York Times.  Opposing Viewpoints offers primary sources debating specific related issues.

Make sure to enter "United States Bill of Rights" into the search bars.  That way you won't get info on the Australian FederalBill of rights, or the UK Bill of Rights, or general human rights issues.
